Al in 2019 beschreef het Internationale Energie Agentschap (IEA) de enorme potentie van wind op zee. In de EU is er potentie voor 10 keer het huidige stroomverbruik. Overigens voor 'zon op dak' gelden dezelfde soort van cijfers. Bij het sluiten van het klimaatakkoord is niet gekeken naar de data maar naar belangen.

Offshore wind is a rapidly maturing renewable energy technology that is poised to play an important role in future energy systems. In 2018, offshore wind provided a tiny fraction of global electricity supply, but it is set to expand strongly in the coming decades into a USD 1 trillion business.
